A tender pack that returns wide pricing variance is usually a document problem, not a supplier problem. When product, tolerance, warranty term and delivery basis are not held constant across the request, returns cannot be compared on rate alone.

01What to hold constant

Specification envelope — wear layer, construction, fire and slip performance, warranty. Commercial envelope — delivery basis, staged draw quantities, retention terms, currency. Programme envelope — required delivery windows tied to construction milestones.

02What to leave open

Equivalence, where acceptable, is stated explicitly. Where equivalence is not acceptable, the reason is technical and short. Optional items — reserve batch stock, adhesive supply, installation coordination — are priced as separately identifiable lines so the base rate remains comparable across returns.
